A provider should be able to look for an allergy form in health and safety or an invoice in finance without remembering a filename. Categories mirror the public library and create a predictable home for saved versions.
A document that is no longer used may still matter for a signed agreement or prior workflow. The preview separates active work from archived versions instead of treating deletion as organization.
